The Accidental History of Pepper Spray

One of the Most Important Self-Defense Tools in America Was Never Supposed to Become What It Is Today.

When I sold my company to Mace and then became their EVP, I did some history on the origins of pepper spray (because I'm a nerd.). Here's what I learned: 

Most people assume there's a single inventor, a dramatic origin story, and one defining moment when someone decided to put hot pepper extract into a small aerosol can and market it for self-defense.  Actually, better stated most people don't care about that but the intellects in self defense might find this interesting. The reality is far more nuanced. Like many products we now take for granted, pepper spray wasn't invented overnight. It evolved through decades of scientific research, advances in aerosol technology, and a growing recognition that both law enforcement officers and private citizens needed an effective less-lethal option that fit between verbal commands and deadly force.¹

That's one of the reasons I've remained fascinated by this industry for nearly four decades. The history of less-lethal technology isn't really about chemistry or manufacturing. It's about expanding people's options and giving them more opportunities to resolve dangerous situations without permanent consequences.

People have understood the effects of hot peppers for centuries. Long before scientists isolated capsaicin or coined the term oleoresin capsicum, civilizations around the world recognized that peppers could produce an intense burning sensation when they came into contact with the eyes or skin. Turning that natural characteristic into a practical defensive tool, however, required significant advances in chemistry, aerosol engineering, and manufacturing.

Ironically, the first widely recognized personal defense spray wasn't pepper spray at all. During the 1960s, Chemical Mace® was introduced using CN tear gas rather than pepper extract.² Researchers continued searching for alternatives, and attention gradually shifted toward oleoresin capsicum (hot pepper extract) because of its effectiveness as a naturally derived inflammatory agent. By the early 1980s, portable OC sprays had begun entering the market, and after extensive testing by the FBI during the late 1980s, law enforcement agencies across the country rapidly adopted OC as a preferred less-lethal option.³⁴

The company you now know as Mace used to sell direct to consumer using those little tiny postage stamp sized print ads in the back of publications.  People would send in cash or checks by mail, and Mace would ship them products through the mail.  Eventually, Mace started taking in so much cash that the small bank they were using in the small town started having issues with their cash deposits in Bennington, Vermont.  

Those early products looked very different from what consumers expect today. Packaging was relatively simple, manufacturing standards varied considerably, and delivery systems lacked the consistency people now take for granted. Valve technology, propellants, spray patterns, and quality control all continued to improve throughout the following decades. Like most successful technologies, pepper spray matured gradually rather than through one revolutionary breakthrough.

One lesson the industry learned fairly quickly was that reliability mattered every bit as much as potency. Today that sounds obvious, but it wasn't always viewed that way. A defensive product that fails when it's needed has little value regardless of how impressive the specifications printed on the label may appear. As manufacturers refined aerosol engineering, improved valve assemblies, developed more consistent spray patterns, and strengthened quality control processes, consumer confidence grew alongside the products themselves. Many of the most important innovations weren't flashy enough to generate headlines. They simply made the products perform exactly as consumers expected every single time.

If you've ever compared different pepper sprays, you've probably noticed another trend. Marketing departments love numbers. Scoville Heat Units, Major Capsaicinoids, percentage concentrations, maximum strength claims, police formulas, and military formulas all compete for attention on product packaging. Some of those measurements are meaningful. Others are frequently misunderstood, and some are technically accurate but presented without enough context to help consumers make informed decisions. After spending decades in product meetings, I've learned that marketing often becomes louder than education. That's one of the reasons I started writing Fight Back. Consumers deserve explanations that help them understand what they're buying rather than simply another collection of impressive-sounding specifications.

What's remarkable is how much the underlying concept has remained unchanged. Manufacturing has improved dramatically. Packaging is better. Spray patterns are more consistent. Canister design continues to evolve, and quality control is vastly superior to what existed decades ago. Yet the basic principle behind pepper spray remains essentially the same. In an era when technology seems to reinvent itself every few years, that kind of consistency is surprisingly rare.

People occasionally ask why I chose to return to manufacturing after spending so many years working throughout the industry. The answer is simple. I still believe meaningful innovation is possible. Not innovation for the sake of creating another marketing headline, but innovation that solves genuine problems, improves reliability, and gives responsible consumers better choices. Those are the kinds of improvements worth pursuing because they're measured not by advertising claims but by real-world performance.

I also believe the less-lethal industry is entering one of its most interesting periods. Consumers have become more educated, manufacturing standards continue to improve, new materials and engineering techniques are expanding what's possible, and perhaps most encouraging of all, people are beginning to ask better questions. Increasingly, the conversation is shifting away from asking, "What's the strongest?" and toward asking, "What's the right product for my situation?" That's a much healthier discussion, and it's one I hope these articles continue to encourage.

History has a way of reminding us that every generation inherits better tools than the one before it. Seat belts became safer. Smoke detectors became more reliable. Medical devices improved. Communications technology transformed the way we live and work. Less-lethal technology has followed that same path. The challenge has never been simply inventing better products. It's helping people understand where those products fit within a much broader philosophy of preparedness.

Because no matter how much technology advances, one truth has remained remarkably consistent throughout history. Good judgment has always been the most valuable safety tool available, and I don't expect that to change anytime soon.

I've spent enough years in this industry to appreciate both its history and its future. The products will continue evolving, and I hope they do. What I don't want to lose along the way is the understanding that no product, regardless of how innovative it becomes, will ever replace awareness, judgment, and preparation.
